As part of our ongoing investigation into the CRO Open Services security incident, the CRO has established that passwords associated with the affected CRO Open Services accounts were stored in plain text.
The passwords related to an older sign-in method that has since been replaced. However, the registration process was still storing passwords when users registered for an account.
The CRO has now:
1. deleted the stored passwords;
2. stopped storing passwords submitted during registration; and
3. secured the system through which the passwords were exposed.
What should you do?
If you have used your CRO Open Services password on any other website or service, we strongly recommend that you change that password immediately on those websites or services.
If you cannot remember whether you used the same password elsewhere, we recommend changing the password on any accounts where you think you may have used the same password.
If your CRO Open Services password was unique and was not used anywhere else, you do not need to change passwords on other websites or services because of this incident.
For your security, we also recommend using a different, strong password for each online service and enabling multi-factor authentication (MFA) where it is available.
Can the CRO provide my password?
For security reasons, the CRO cannot provide your CRO Open Services password by email or any other method.
As email addresses were among the information accessed in this incident, we cannot be certain that a request for a password is being made by the account holder. Providing a password could therefore create an additional security risk.
The CRO is continuing to investigate the incident and will provide further updates where necessary.

The Companies Registration Office (CRO) is contacting users of CRO Open Services following a recent security incident.

As part of an investigation into a cyberattack, the CRO identified a security issue affecting some historical login details associated with CRO Open Services accounts.

The information involved included email addresses and passwords linked to CRO Open Services accounts. These login details were not required to use the CRO Open Services API.

The CRO took immediate steps and has addressed the security issue, closed the relevant access route and removed the affected login details.

What information was affected?
The information involved in the incident relates to CRO Open Services account information, including account email addresses and passwords.

The CRO has reviewed access to the affected systems and continues to investigate the circumstances and scope of the incident.

The main potential risk to users is where a CRO Open Services password has also been used for another online account. In such circumstances, the same password could potentially be used to access that other account.

What should CRO Open Services users do?
If you have used your CRO Open Services password on any other website or service, please change that password immediately.

This is particularly important where the same password has been used for another account.

We recommend that users:
• use a different, strong password for each online service;
• avoid reusing passwords across different accounts; and
• turn on multi-factor authentication where it is available.

If you have not used your CRO Open Services password anywhere else, you do not need to change passwords on other services because of this incident.

Be alert to suspicious communications.
As a precaution, users should remain alert to unexpected emails, text messages or telephone calls claiming to be from the CRO or another trusted organisation, requesting passwords, account details or other personal information.

The CRO will never ask you to provide your password by email.

If you receive a suspicious communication appearing to come from the CRO, do not provide your password or other account information.

What has the CRO done?

The CRO has taken a number of measures in response to the incident, including:
• contained the incident and prevented any further unauthorised access;
• disabled the affected logins;
• reviewed access to the affected systems;
• taken steps to protect relevant CRO systems; and
• continued to investigate the incident with our IT security providers.

Affected CRO Open Services users are being contacted directly with information about the incident and advice on steps they can take to protect themselves.

The CRO has also notified the Data Protection Commission of the personal data breach.

The CRO will continue to assess the position as the investigation progresses and will provide further information where necessary.

The Companies Registration Office (CRO) is the central repository of public statutory company law related information on Irish companies. The CRO registers companies and makes information available to the public.

Commencing with Quarter 1 2026, the CRO will be providing statistics on a quarterly basis in relation to the lifecycle of a company: Incorporations, Restructuring, Liquidations and Strike Offs.

There are over 340,000 companies on the Register, and 579,316 documents were filed with the CRO in 2025. Of these, over 95% (554,952) were filed electronically.

Commenting on the publication, Peter Burke, Minister for Enterprise, Tourism and Employment said:

• “I welcome the initiative by the Companies Registration Office (CRO) to publish this data on a quarterly basis. The data gathered by the CRO is an important indicator of business in Ireland, tracking as it does the number of new companies being incorporated, companies availing of the various restructuring processes and companies entering liquidation. The availability of this data on an ongoing basis will allow a more up to date assessment of such activity in the Irish economy and I look forward to studying the CRO’s quarterly releases with interest.”

The VIF Form has been amended and updated, due to the CRO having serious concerns surrounding the integrity of online witnessing on the VIF Forms.

From midnight April 30 2026, the CRO will no longer accept VIF Forms witnessed online, the CRO will only accept forms that have been witnessed and signed with the witness and declarant physically in the same room for the verification of identity.

The updated VIF Form is available on CORE.

Please Note: Previous versions of the VIF Form received by the CRO after midnight April 30 2026 will be rejected.

Pursuant to section 888A of the Companies Act 2014, on and after the commencement of Section 35 of the Companies (Corporate Enforcement Authority) Act 2021 and notwithstanding Section 262 (9) of the Social Welfare Consolidation Act 2005, a director shall include his or her personal public service number (or, in any case where the director does not have a personal public service number (“PPSN”), such other information concerning the identity of the director as stands determined by the Registrar of Companies for the purposes of this section) in—

• • (a) an application made under this Act by him or her to incorporate a company,

• • (b) an annual return made under this Act by a company of which he or she is a director, and

• (c) a notice of change of directors or secretaries made under this Act by a company of which he or she is a director

The Registrar of Companies has determined that the within VIF Form is the form that must be used by any director that does not have a PPSN when carrying out any of the actions referred to in section 888A(1)(a) – (c) inclusive.

Separately, the Registrar of Beneficial Ownership of Companies and Industrial and Provident Societies has determined in accordance with Regulation 21(2)(b) of the European Union (Anti-Money Laundering: Beneficial Ownership of Corporate Entities) Regulations 2019 (“the Regulations”) that the within VIF Form is the form that must be used by any beneficial owner who does not have a PPSN when filing beneficial ownership information

The Companies Registration Office (the CRO) has today launched its Document Library for relevant companies to publicly disclose their corporate tax information, as required under the European Union (Disclosure of income tax information by certain undertakings and branches) Regulations of 2023
(S.I. No. 322/2023).

The relevant companies are those with reported revenue exceeding €750 million in each of the preceding two consecutive financial years. These companies can now publish the reports on the CRO’s Document Library.

The Document Library is accessible at Document library – CRO, where you can search for submissions by Company Name, the Year of Publication, and the relevant Jurisdiction.
